humbleth:
"The LORDª [is] in his holyª temple,ª the LORD'Sª throneª [is] in heaven:ª his eyesª behold,ª° his eyelidsª try,ª° the childrenª of men.ª" {Psa 11:4} + "Behold,¹ he put no trustª°¹ in his servants;ª and his angelsª he chargedª° with folly:ª" {Job 4:18} + "Behold,¹ he putteth no trustª°¹ in his saints;ª yea, the heavensª are not¹ cleanª° in his sight.ª" {Job 15:15} + "Aboveª¹ it stoodª° the seraphims:ª each oneª had six² wings;ªª with twainª he coveredª° his face,ª and with twainª he coveredª° his feet,ª and with twainª he did fly.ª°" {Isa 6:2}
in heaven:
Bp. Lowth observes that the two members of this line are to be referred severally to the two preceding lines; as if it were, "Who is exalted to dwell in the heavens; and who humbleth himself to inspect the things on earth."
in the earth:
"Though¹ the LORDª [be] high,ª° yet hath he respectª° unto the lowly:ª but the proudª he knowethª° afar off.ª¹" {Psa 138:6} + "For¹ thus¹ saithª° the highª° and lofty Oneª° that inhabitethª° eternity,ª whose nameª [is] Holy;ª I dwellª° in the highª and holyª [place], with¹ him also [that is] of a contriteª and humbleª spirit,ª to reviveª° the spiritª of the humble,ª and to reviveª° the heartª of the contrite ones.ª°" {Isa 57:15} + "For all¹ those¹ [things] hath mine handª made,ª° and all¹ those¹ [things] have been,¹ saithª° the LORD:ª but to¹ this¹ [man] will I look,ª° [even] to¹ [him that is] poorª and of a contriteª spirit,ª and tremblethª at¹ my word.ª" {Isa 66:2}
