all Israel:
It was for the purpose of ascertaining the different families, and consequently the different cities, villages, etc., which belonged to them, according to the ancient division of the land, that the public registers were examined.

when the seventh:
"So the priests,ª and the Levites,ª and [some] of¹ the people,ª and the singers,ª ° and the porters,ª and the Nethinims,ª dweltª ° in their cities,ª and all¹ Israelª in their cities.ª" {Ezr 2:70} + "And when the seventhª monthª was come,ª ° and the childrenª of Israelª [were] in the cities,ª the peopleª gathered themselves togetherª ° as oneª manª to¹ Jerusalem.ª" {Ezr 3:1}
