the Tirshatha:
or, the governor, "And Nehemiah,ª which¹ [is] the Tirshatha,ª and Ezraª the priestª the scribe,ª ° and the Levitesª that taughtª °¹ the people,ª saidª ° unto all¹ the people,ª This¹ dayª [is] holyª unto the LORDª your God;ª mournª ° not,¹ nor¹ weep.ª ° For¹ all¹ the peopleª wept,ª ° when they heardª °¹ the wordsª of the law.ª" {Neh 8:9} + "Now those that sealedª °¹ [were], Nehemiah,ª the Tirshatha,ª the sonª of Hachaliah,ª and Zidkijah,ª" {Neh 10:1} + "And the Tirshathaª saidª ° unto them, that¹ they should not¹ eatª ° of the most² holy things,ª ¹ till¹ there stood upª ° a priestª with Urimª and with Thummim.ª" {Ezr 2:63}

that they should:

till there:
"And thou shalt putª ° in¹ the breastplateª of judgmentª ¹ the Urim² ¹ and the Thummim;ª and they shall be¹ upon¹ Aaron'sª heart,ª when he goeth² ° in¹ beforeª the LORD:ª and Aaronª shall bearª °¹ the judgmentª of the childrenª of Israelª upon¹ his heartª beforeª the LORDª continually.ª" {Exd 28:30} + "And he shall standª ° beforeª Eleazarª the priest,ª who shall askª ° [counsel] for him after the judgmentª of Urimª beforeª the LORD:ª at¹ his wordª shall they go out,ª ° and at¹ his wordª they shall come in,ª ° [both] he,¹ and all¹ the childrenª of Israelª with¹ him, even all¹ the congregation.ª" {Num 27:21} + "And of Leviª he said,ª ° [Let] thy Thummimª and thy Urimª [be] with thy holyª one,ª whom¹ thou didst proveª ° at Massah,ª [and with] whom thou didst striveª ° at¹ the watersª of Meribah;ª" {Deu 33:8}
