Now in the:
"Now in the firstª yearª of Cyrusª kingª of Persia,ª that the wordª of the LORDª [spoken] by the mouthª of Jeremiahª might be accomplished,ª ° the LORDª stirred upª °¹ the spiritª of Cyrusª kingª of Persia,ª that he made a proclamationª ª ° throughout all¹ his kingdom,ª and [put it] also¹ in writing,ª saying,ª ° ... Thus¹ saithª ° Cyrusª kingª of Persia,ª All¹ the kingdomsª of the earthª hath the LORDª Godª of heavenª givenª ° me; and he¹ hath chargedª °¹ me to buildª ° him an houseª in Jerusalem,ª which¹ [is] in Judah.ª Who¹ [is there] among you of all¹ ¹ his people?ª The LORDª his Godª [be] with¹ him, and let him go up.ª °" {2Ch 36:22-23}

Cyrus:
Cyrus is said to have been the son of Cambyses, king of Persia, and Mandane, daughter of Astyages, king of Media. He was born about 600 years before Christ, and died at the age of 70, after a reign of 30 years. He was mentioned by name, and his conquests foretold, by the prophet Isaiah, about a century before his birth. Josephus states the partiality he evinced towards the Jews, arose from the circumstance of these prophecies being shown him, probably by Daniel.

by the mouth:
"And it shall come to pass,¹ when seventyª yearsª are accomplished,ª ° [that] I will punishª °¹ the kingª of Babylon,ª and that¹ nation,ª saithª ° the LORD,ª for¹ their iniquity,ª and the landª of the Chaldeans,ª and will makeª ° it perpetualª desolations.ª ...
