am 3468, bc 536, This verse and the next have a double aspect. They look back to the prophecy of Jeremiah, and show how that was accomplished; and they look forward to the history of Ezra, which begins with a repetition of these two last verses.
in the first:
"Now in the firstª yearª of Cyrusª kingª of Persia,ª that the wordª of the LORDª by the mouthª¹ of Jeremiahª might be fulfilled,ª° the LORDª stirred upª°¹ the spiritª of Cyrusª kingª of Persia,ª that he made a proclamationªª° throughout all¹ his kingdom,ª and [put it] also¹ in writing,ª saying,ª° ... Who¹ [is there] among you of all¹¹ his people?ª his Godª be¹ with¹ him, and let him go upª° to Jerusalem,ª which¹ [is] in Judah,ª and buildª°¹ the houseª of the LORDª Godª of Israel,ª (he¹ [is] the God,)ª which¹ [is] in Jerusalem.ª" {Ezr 1:1-3}
Cyrus:
"That saithª° of Cyrus,ª [He is] my shepherd,ª° and shall performª° all¹ my pleasure:ª even sayingª° to Jerusalem,ª Thou shalt be built;ª° and to the temple,ª Thy foundation shall be laid.ª°" {Isa 44:28} + "In the thirdª yearª of Cyrusª kingª of Persiaª a thingª was revealedª° unto Daniel,ª whose¹ nameª was calledª° Belteshazzar;ª and the thingª [was] true,ª but the time appointedª [was] long:ª and he understoodª°¹ the thing,ª and had understandingª of the vision.ª" {Dan 10:1}

a proclamation:
"And they madeª° a proclamationª through Judahª and Jerusalem,ª to bring inª° to the LORDª the collectionª [that] Mosesª the servantª of Godª [laid] upon¹ Israelª in the wilderness.ª" {2Ch 24:9} + "So they establishedª° a decreeª to make proclamationªª° throughout all¹ Israel,ª from Beershebaª¹ even to¹ Dan,ª that they should comeª° to keepª° the passoverª unto the LORDª Godª of Israelª at Jerusalem:ª for¹ they had not¹ doneª° [it] of a longª [time in such sort] as it was written.ª°" {2Ch 30:5}
