the king:
"And Davidª consultedª ° with¹ the captainsª of thousandsª and hundreds,ª [and] with every¹ leader.ª ... And let us bring againª °¹ the arkª of our Godª to¹ us: for¹ we enquiredª ° not¹ at it in the daysª of Saul.ª" {1Ch 13:1-3} + "Where no¹ counselª [is], the peopleª fall:ª ° but in the multitudeª of counsellorsª ° [there is] safety.ª" {Prv 11:14} + "Without¹ counselª purposesª are disappointed:ª ° but in the multitudeª of counsellorsª ° they are established.ª °" {Prv 15:22} + "Betterª [is] a poorª and a wiseª childª than an oldª and foolishª king,ª ¹ who¹ willª ° no¹ more¹ be admonished.ª °" {Ecc 4:13}

in the second month:
In Ijar, as they could not celebrate in Nisan, the 14th of which month was the proper time. But Hezekiah and his counsellors justly concluded, that the regulation of the 14th day of the second month, which had been made for individuals who were hindered from eating the passover at the appointed season, might in their present circumstances be extended to the people at large. "Speakª ° unto¹ the childrenª of Israel,ª saying,ª ° If¹ any² manª of you or¹ of your posterityª shall be¹ uncleanª by reason of a dead body,ª or¹ [be] in a journeyª afar off,ª yet he shall keepª ° the passoverª unto the LORD.ª ... The fourteenthª ª dayª of the secondª monthª at¹ evenª they shall keepª ° it, [and] eatª ° it with¹ unleavened breadª and bitterª [herbs]." {Num 9:10-11}
