{Leviticus 4:18} And he shall put 5414 z8799 [some] of x4480 the blood 1818 upon x5921 the horns 7161 of the altar 4196 which x834 [is] before 6440 the LORD, 3068 that x834 [is] in the tabernacle 168 of the congregation, 4150 and shall pour out 8210 z8799 all x3605 the blood 1818 at x413 the bottom 3247 of the altar 4196 of the burnt offering, 5930 which x834 [is at] the door 6607 of the tabernacle 168 of the congregation. 4150

upon the:
"And the priestª shall putª ° [some] of¹ the bloodª upon¹ the hornsª of the altarª of sweetª incenseª beforeª the LORD,ª which¹ [is] in the tabernacleª of the congregation;ª and shall pourª ° all¹ the bloodª of the bullockª at¹ the bottomª of the altarª of the burnt offering,ª which¹ [is at] the doorª of the tabernacleª of the congregation.ª" {Lev 4:7}

and shall pour out:
The reason for pouring out the blood, which is so constantly and strictly required by the law, was in opposition to an idolatrous custom of the ancient Zabii, who "were accustomed to eat of the blood of their sacrifices, because they imagined this to be the food of their gods, with whom they thought they had such communion, by eating their meat, that they revealed to them future things." - Maimonides
