Anshey chayil, men of strength, power, ability, or prowess. It implies both fitness of mind and body; and so valour, prudence, diligence, and virtue.

rulers:

cattle:
Mikneh, from kanah, to posses, signifies property or possession of any kind, though it frequently is used for cattle, because in ancient times they constituted the principal part of a man's possessions. "And Josephª said,ª ° Giveª ° your cattle;ª and I will giveª ° you for your cattle,ª if¹ moneyª fail.ª °" {Gen 47:16} + "Behold,¹ the handª of the LORDª isª ° upon thy cattleª which¹ [is] in the field,ª upon the horses,ª upon the asses,ª upon the camels,ª upon the oxen,ª and upon the sheep:ª [there shall be] a veryª grievousª murrain.ª ...
